David is a partner with Vandeventer Black and concentrates his law practice in civil matters, including civil litigation, professional liability defense, cooperative and public utilities, eminent domain, administrative and regulatory, legislative representation, business, and construction litigation.

 

David represents architects, engineers, project owners, contractors, and liability carriers in a variety of construction, professional liability, insurance coverage, employment and contract disputes, as well as in other matters. David’s practice is broad in scope and includes mediation, arbitration and litigation in state and federal courts.  His civil litigation and business law practices include representing businesses in construction and lien matters, employment law litigation, business disputes and collections. David’s administrative and regulatory practice focuses on representing businesses and individuals before professional licensing boards, state and local regulatory and permitting agencies, and other similar agencies. He also serves as legal counsel to North Carolina business and trade associations.

 

David represents electric cooperatives, municipal electric systems, and other utilities in various matters, including right-of-way acquisition, eminent domain, and general liability matters. He regularly represents clients before the North Carolina Utilities Commission and other regulatory agencies. He also represents landowners faced with condemnation by state DOT projects. David works closely with engineers, appraisers and surveyors in these matters. He has lectured on right-of-way acquisition and condemnation law at seminars and is the Editor of Vandeventer Black’s Eminent Domain and Property Rights Newsletter.

 

He leads Vandeventer Black’s Government Relations Practice in North Carolina. David has experience in state, local and executive branch lobbying, grassroots campaigns and regulatory compliance. His government relations experience includes a diverse group of clients and a wide range of issues, which has allowed him to appear in and monitor legislation in most of the standing legislative committees and interim study committees. David is active in various legislative and lobbying organizations.

 

David joined Vandeventer Black after working with Hafer & Caldwell P.A. in Raleigh, where he developed a broad administrative practice representing clients before the North Carolina General Assembly in legislative matters. He earned B.A. degrees in Political Science and Economics from the University of North Carolina at Chapel Hill and a J.D. from Campbell University School of Law.  He is admitted to practice in North Carolina, the U. S. District Court, Eastern, Middle and Western Districts of North Carolina, and the Fourth Circuit Court of Appeals.

 

David was selected for inclusion in North Carolina Super Lawyers–Rising Stars Edition, Civil Litigation, 2009 & 2010. David is a member of the North Carolina Electric Membership Corporations Counsel Association, Wake County Bar’s Professionalism Committee and YMCA’s Youth Legislature Bill Selection Committee. He is a Fellow of the Washington, D.C. Institute for Professional Leadership, Education Policy Fellowship Program. David serves on the Board of Directors of the March of Dimes, Eastern North Carolina.
