Jim is a partner with Vandeventer Black and concentrates his law practice in construction law, public contracts, products liability and general commercial litigation.
He often represents owners, contractors, subcontractors, suppliers, and bonding and insurance companies in a variety of disputes and contract analysis. Some of his more notable engagements include representation of a large, international bridgebuilder on projects along the east coast, representation of several general contractors on high profile local projects, and several products liability cases involving failed building materials. Jim represents clients in litigation, before state and federal courts, agencies, and boards of contract appeals, as well as in arbitration and other forms of alternative dispute resolution procedures.
Jim is an appointed member of the Norfolk Board of Zoning Appeals. He is the chairperson for the Public Relations Committee of the Norfolk & Portsmouth Bar Association, and is an active member in the Virginia Bar Association (Construction and Litigation Sections), the Virginia State Bar, the American Bar Association’s Forum on the Construction Industry, the Federal Bar Association, the U.S. Fourth Circuit Judicial Conference and a member of the Inns of Court.
Jim received a B.A. from the University of Virginia and a J.D. from The College of William & Mary School of Law, where he was an executive editor of the law review. Jim is the author of “Loyalty in Government Litigation: Department of Justice Representation of Agency Clients,” William & Mary Law Review, 1996. He is also author of “Recent Developments In Virginia Construction Law,” Richmond Law Review, 1999 and 2000. He was selected as one of Virginia Business’ “Virginia Legal Elite” for the year 2005 in the field of Young Lawyers.
Jim takes pride in his community service work, and is currently the chairperson for a major benefit gala for the FoodBank of Southeastern Virginia. He was recognized as a 2005 Virginia Bar Association Community Servant Charter Member. Jim is the 2004 recipient of the Norfolk & Portsmouth Bar Association’s prestigious Walter B. Hoffman Community Service Award. He served in active duty as a U.S. Army Officer from 1989 to 1993, and in the Virginia National Guard from 1994-1996.
