Dave is a partner with Vandeventer Black and concentrates his law practice in government contracts, construction, maritime, and litigation. He has substantial experience assisting clients with contract negotiation, claims preparation and resolution, mechanic’s liens, bid protests, contract litigation and alternative dispute resolution.
Dave represents owners, contractors, subcontractors and suppliers in a variety of public and private disputes. He has been involved in claims and disputes ranging from several thousand to several million dollars. Dave represents clients in litigation before state and federal courts, agencies, and boards of contract appeals, as well as in alternative dispute resolution proceedings.
Dave received a B.S. (with distinction) from the U.S. Naval Academy, an M.S. in Management (with Honors) from Troy State University and a J.D. from The College of William & Mary School of Law, where he was inducted into the Order of the Coif and Order of Barristers, was the Executive Editor of the William & Mary Law Review and was a William & Mary Moot Court Board Justice.
Dave is on the Norfolk & Portsmouth Bar Association’s Executive Committee (currently serving as Secretary) and is the past chair of the Association’s Continuing Legal Education and Bench Bar Conference Committees. He is also an active member of the Virginia, Federal and American Bar Associations and a member of the James Kent Inn of Court. He is an Adjunct Professor at The College of William & Mary School of Law and Regent University School of Law. He has published articles in The Federal Circuit Bar Journal, The Business Lawyer, The Labor Lawyer, the Tort & Insurance Law Journal, the William & Mary Law Review and the VBA News Journal, and is a frequent lecturer for various professional and trade associations.
Dave’s community and civic involvement is extensive, including volunteer work for Virginia Special Olympics, the Boy Scouts of America and the U. S. Naval Academy. He was recognized as the 2001 Area 2 (Southeastern Virginia) Special Olympics Volunteer of the Year. Dave’s first career was as an active duty officer in the United States Navy, where he served in the nuclear submarine program prior to his retirement.
