Neil is a partner of Vandeventer Black and concentrates his law practice in construction and government contracts. He has extensive experience assisting clients throughout the contracting processes and in getting paid. Neil’s practice includes such matters contract negotiation, claims management, mechanic’s liens, surety bonds, protests, claims resolution, contract litigation, and alternative dispute resolution.

Neil received a B.A. (with distinction) from the Virginia Military Institute and a J.D. from The University of Richmond School of Law. He is licensed to practice in Virginia, North Carolina and the District of Columbia. He regularly represents clients before local, state, and federal trial and appellate courts, as well as the various federal boards of contract appeals, the Comptroller General of the United States, the United States Court of Federal Claims, and various arbitration and mediation tribunals.

Neil is actively involved in various construction associations, including the Associated Builders and Contractors (ABC) and the Hampton Road Utility and Heavy Contractors Association (HRUHCA). He is currently serving on the board of directors for ABC Virginia, is currently serving as a trustee of the ABC Virginia PAC, is a past chairperson of the ABC Hampton Roads leadership committee, and is a past chairperson of the HRUHCA legislative committee. Neil is a frequent lecturer for various professional and trade associations and has construction related articles published in numerous legal and trade publications. He was named one of Virginia’s Legal Elite in the area of Construction Law by Virginia Business magazine and was previously selected as one of Hampton Roads’ Top Forty Under Forty by Inside Business magazine. A commissioned officer, Neil remains active in the United States Army Reserves, and is a graduate of the Infantry Officer Basic and Civil Affairs Officer Advanced Schools.
