Walter is a partner with Vandeventer Black and concentrates his law practice in maritime and commercial matters. His practice focuses on charter party disputes, general corporate advise to ship owners, ship agents, pier operators and other corporate entities in the maritime industry.
Walter received a B.A. and an LL.B. from the University of Virginia. He is licensed to practice in Virginia.
Walter served as a member of the House of Delegates in 1970 and 1971, where he was Chairman of the House Special Committee for Financing the Unification of the Virginia Ports. He is listed in the “Best Lawyers in America” in the field of Maritime Law.
He is a member of the Norfolk & Portsmouth, Virginia, and American Bar Associations, the Virginia State Bar, The Maritime Law Association of the United States and Southeastern Admiralty Law Institute.
He has been involved in many civic and business-related organizations and is a member of the Hampton Roads Foreign Commerce Club, Hampton Roads Maritime Association, and the Propeller Club. Walter is a past member of the Norfolk School Board, served on the Board for the Norfolk Mayor’s Youth Committee, and has previously served as a member of the Board of Trustees for Sentara Norfolk General Hospital, the Chrysler Museum, the Virginia Opera Association, and the Norfolk Forum.
Walter currently serves as Commissioner in Chancery for the Circuit Court for the City of Norfolk and is admitted to practice before the U.S. Supreme Court, 4th Circuit Court of Appeals, U.S. District Court for the Eastern District of Virginia and U. S. Court of International Trade.
