Vandeventer Black Lawyer Harvey Receives Community Service Award

NORFOLK VA

The Norfolk and Portsmouth Bar Association (NPBA) has named Vandeventer Black attorney James R. Harvey, III the 2004 recipient of the Walter B. Hoffman Community Service Award. The award was presented at NPBA’s Annual Meeting in May.

NPBA was impressed with the quality and quantity of Harvey’s volunteer contributions to the community as well as the Association. His volunteer history includes serving as: Chair of the 2003 & 2004 Legal Food Frenzy for the benefit of the Foodbank of Southeastern Virginia which set records both years and was recognized by the Virginia State Bar for outstanding service; 2004-05 Chair of the Norfolk & Portsmouth Bar Association Public Relations Committee; Co-chair of the Pro Bono Hotline for Hampton Roads for the Virginia Bar Association (VBA); Pre-law counseling representative to the College of William & Mary for the VBA; Model Judiciary Program advisor for Cox High School; active member of the I'Anson-Hoffman Inn of Court; soccer coach of girls teams for the Norfolk Youth Soccer League for 5 seasons; and member of the U.S. Court of Appeals for the 4th Circuit Annual Conference. Harvey spent hundreds of hours over 4 years assisting attorneys Nash Bilisoly and John Ryan in a federal writ of habeas corpus for a death penalty defendant that was eventually narrowly decided on its merits after oral argument by the U.S. Supreme Court. Harvey is also a Member of the Construction Litigation sections of the VBA, where he had primary input in the drafting of legislation modifying the language of the Virginia Public Procurement Act. In the past, Harvey served on committees for the YMCA of South Hampton Roads and for the United Way of South Hampton Roads. He is also active in Larchmont United Methodist Church in Norfolk and has served on various committees at Aldersgate United Methodist Church in Chesapeake.

Harvey spends between 150 and 200 hours a year volunteering. Harvey is partner at the law offices of Vandeventer Black, where he concentrates his practice in Construction Law, General Litigation, Products Liability and Public Contracts. He often represents owners, contractors, subcontractors, suppliers, and bonding and insurance companies in a variety of disputes and contract analysis. He represents clients in litigation, before state and federal courts, agencies, and boards of contract appeals, as well as arbitration and other forms of alternative dispute resolution procedures. He received his B.A. in 1989 from the University of Virginia, his J.D. in 1996 from The College of William & Mary School of Law, and was an U.S. Army active duty officer from 1989 to 1993.
