Rafal, Lockard, Hemphill Named Partners at Vandeventer Black Law Firm
NORFOLK, VA.
The law offices of Vandeventer Black LLP are pleased to announce that Adam S. Rafal, John R. Lockard and Geoffrey G. Hemphill have been named partners.
Rafal concentrates his practice in State and Federal Workers’ Compensation Defense and Labor & Employment Law. He received his B.S. in 1992 from Vanderbilt University and his J.D. in 1995 from The College of William & Mary School of Law. Rafal is admitted to practice in Virginia, the U.S. District Court of the Eastern District of Virginia, and the U.S. Court of Appeals for the Fourth Circuit.
Lockard concentrates his practice in Public Contracts, Construction Law and Litigation, as well as General Litigation. He earned his B.A. in 1986 from University of Virginia and his J.D. in 1994 from The College of William & Mary School of Law. He served in the U.S. Navy from 1986-1991, completing his active duty at the rank of Lieutenant.
Hemphill concentrates his practice in Taxation and ERISA. He earned his B.S. in 1989 from Lehigh University, his J.D. in 1995 from Regent University School of Law and his LL.M. in Taxation from Georgetown University in 1997. He served as a Law Clerk for Special Master Richard B. Abell of the United States Court of Federal Claims from 1995-1997. Hemphill is admitted to practice before the U.S. Court of Federal Claims and the United States Tax Court.
Rafal, Lockard and Hemphill are based in the Firm’s Norfolk office.
